Fifteenth Conference of the Contracting Parties (Cop 15) to the Convention on Wetlands Concept Note on the High - Level Ministerial Segment.

Background

Wetland ecosystems provide a range of provisioning, regulatory and supporting ecosystem goods and services, including water and food supply for both humans and wild animals, fodder and building materials, carbon and nutrient sequestration, wild animal habitats including unique habitats for endangered species (including migratory water birds), flood- and drought-buffering capacity, ecotourism and cultural services, Chakraborty et al (2023).

Wetland ecosystems only cover 0.8% of the earth’s surface, but they support approximately 10% of all known species, and are among the world’s most biodiverse habitats. Wetland ecosystems are among the most threatened natural ecosystems in the world, particularly from land use change, increasing urbanization and agricultural expansion, Global Wetland Outlook Special Edition (2021). Globally, wetlands are increasingly threatened by various natural and anthropogenic factors including climate change, land degradation and pollution.

Wetland loss has various impacts on human wellbeing, economic development and environmental sustainability. There is evidence of significantly reduced abundance of populations of flora and fauna attributed to wetland loss and pollution impacts, particularly eutrophication, chemical and metal toxicity, and the hazards of plastic and other wastes. Fragmentation of rivers through dam building and water diversion, with resultant wetland habitat losses and degradation, has a significant impact on fish populations, especially migratory and endemic fish species.

Halting and reversing the loss of wetlands require a raft of measures by all Contracting Parties to the Convention. Equally important are the approaches adopted that foster regional and international cooperation including building and fostering synergies among all multilateral environmental agreements and international organisations.

To this end, Zimbabwe will host a High-Level Ministerial Segment at COP15, with the support from the Secretariat. Senior officials will discuss issues related to the COP15 theme “Protecting Wetlands, For Our Common”, and will be invited to adopt the Victoria Falls Declaration for Sustainable Wetland Conservation.

Time and Venue

The High-Level Ministerial Segment will be held in person at 11:00-1300 (UTC/GMT+2) on 24 July 2025, after the Opening Ceremony from 0900-11:00 Hrs in Victoria Falls, Zimbabwe at the Elephant Hills Hotel and Conference Centre.

Structure of the High-Level Segment

The segment will last two hours. A list of speakers (to be confirmed) will be invited to deliver key policy recommendations before a moderated panel discussion. Interventions from Contracting Parties will then be invited.

Guiding Questions:

Wetlands for community livelihoods: How can the conservation of wetlands be harnessed for increased flow of benefits to local communities, including indigenous people that depend on them? How can stewardship be enhanced?
Addressing the triple planetary crisis of biodiversity loss, pollution, and climate change through nature-based solutions: Are nature-based solution working for wetlands? How can wise use of wetlands and their conservation contribute to achieving sustainable development goals?
Action on wetland restoration within the context of the UN Decade 2020-2030 on Ecosystem Restoration: How can we collaborate and cooperate as contracting parties, development partners, civil society and local communities to enhance action on wetland ecosystems restoration to secure the future?
Transboundary collaboration and synergies for wetland conservation: How can synergies across MEAS be enhanced for wetland conservation? How can we improve effective conservation of transboundary wetland?
Participation

The session is open to the participation of Ministers, Ministerial-level officials and Ambassadors of Contracting Parties to the Convention. All other participants at COP15 are invited as observers to the High-Level Ministerial Segment.

Ministers and other high-level officials wishing to participate in the High-Level Ministerial Segment are invited to formally express their interest and confirmation to participate.
